Officers were called to the apartment around 11:08 p.m. on Saturday, May 19, for the report of a wanted person who was hiding in a bedroom.

Officers were familiar with the suspect because they’d encountered him previously on Friday night. The suspect had seven outstanding warrants: Three felony counts of producing child pornography, three felony counts of possessing or reproducing child pornography with the intent to distribute and a misdemeanor warrant for consensual sexual intercourse with a minor. On Friday night the suspect allegedly gave officers false identification and escaped after a brief foot chase. As a result, two additional warrants were issued for resisting arrest and identity theft.

While searching the residence, patrol officers and a K9 team encountered the suspect, who threatened them with a sword and failed to comply with their commands. The officers fired both less-lethal bean bag rounds and lethal rounds, striking the suspect, who fell to the ground. Officers immediately rendered medical aid and performed CPR. The suspect was transported to the hospital and died a short time later.

This investigation is ongoing. One officer has been placed on routine administrative leave. The deceased’s name is not yet available for release pending notification of next of kin. All information provided in this release is based on preliminary investigation and may be subject to revision as the investigation continues.

Anyone with information is asked to contact Crime Solvers by phone at 1-866-411-TIPS/8477

To finish most of the work before the next school year, crews will close the bridge for the summer beginning next month.

The new bridge will continue to carry two lanes of traffic and a sidewalk, and edge-to-edge will be a few feet wider. The road alignment and elevation will be slightly improved to match the bridge.

The work also includes new approach sidewalks on the north side of Old Chesterbrook Road, a pedestrian crossing, and connection to Pimmit Run walking trail.

The existing bridge was built in 1978 and has been structurally deficient for several years. In January 2012, inspections revealed advanced deterioration of the structural steel that downgraded the bridge’s condition rating and reduced the load-carrying capacity limit to 20 tons. This project was accelerated and approved for emergency procurement to replace the deteriorated elements and restore full-load capacity as soon as possible.

Traffic Impacts

Weekday lane closures through June 15 – Beginning Monday, May 21, drivers can expect traffic to be reduced to one lane over the bridge from 9 a.m. to 3:30 p.m. weekdays. Flaggers will direct traffic.

Weekend bridge closure June 8-11 – Crews will close the bridge from 7 p.m. Friday, June 8 through 5 a.m. Monday, June 11 to relocate a sewer line for the project.

Summer-long bridge closure – The bridge will close to traffic on Saturday, June 16 and will re-open by Tuesday, September 4.

During the bridge closures, signs will direct drivers to detour via Westmoreland Street, Chain Bridge Road, Old Dominion Drive and Birch Road. See an example route.

After the bridge re-opens in September, some additional daytime lane closures may be needed to finish detail work. The entire project is expected to cost about $1 million and be complete in November 2012.

Fairfax County firefighters will recognize two residents for performing lifesaving CPR on an adult male, December 11, 2011, after he collapsed in a local department store. Sarah Galloway and Ron Lewis will be presented Lifesaving Certificates at 7 p.m., Saturday, May 19, 2012, at Fire and Rescue Station 32, Fairview, 5600 Burke Center Parkway, Fairfax.

Galloway and Lewis intervened immediately after Michael Stackhause, 54, Springfield, collapsed in a Kohl’s Department Store while shopping with a family member. They both sprang into action and collectively performed CPR until paramedics arrived on scene to relieve them. The patient was defibrillated five times and administered several cardiac medications during the resuscitation period by paramedics. Through everyone’s efforts, the patient regained a pulse and spontaneous breathing was restarted prior to being transported to the hospital. Surgery was performed and he has since fully recovered.

Stackhause, Galloway, Lewis, and the emergency crews who responded that afternoon will all be in attendance at the ceremony and be available for interviews. Battalion Chief Robert Zoldos will present the certificates.

ALEXANDRIA, VA—Five individuals have pled guilty to conspiring together to secure more than $1.5 million in a mortgage fraud scheme involving a home in Gainesville, Virginia. A federal grand jury has also indicted an individual for his alleged role in the real estate transaction.

Neil H. MacBride, United States Attorney for the Eastern District of Virginia, and James W. McJunkin, Assistant Director in Charge of the FBI’s Washington Field Office, made the announcement.

According to the four-count federal indictment returned on May 17, 2012, Jea Min Lee, 34, of Centreville, Virginia, is charged with engaging in a conspiracy to defraud financial institutions into making fraudulent mortgage loans. The conspiracy allegedly involved a mortgage broker, an unqualified strawbuyer, an executive from a title company, and multiple intermediaries who prepared and approved fraudulent loan documents. According to court documents, the total amount of mortgage loans approved through the alleged conspiracy exceeded $1.5 million. Financial institutions suffered losses of over $700,000 as a result of the conspiracy.

The indictment alleges that Jea Min Lee and his co-conspirators prepared and submitted false, fraudulent, and misleading mortgage loan applications for an unqualified buyer who would not have otherwise been approved for the loan. The fraudulent mortgage loan applications contained false information regarding the applicant’s employment, income, assets, immigration status, and intent to live in the property as a primary residence. According to court documents, one month after conspirators fraudulently obtained $1.2 million in mortgage loan proceeds, they applied for and fraudulently received a $350,000 home equity loan, the proceeds of which were distributed among some of the conspirators.

According to the indictment, Jea Min Lee and his conspirators created fake documents to corroborate false information contained in fraudulent loan applications including a fake lease, fabricated bank statement, and a bogus W-2. One conspirator also falsely verified another conspirator’s employment in order to qualify for the loan.

Peter Kim, 39, of Fairfax, Virginia; Bok Hee Lee, 37, of South Riding, Virginia; Jai Sek Lee, 50, of Ashburn, Virginia; Jai Song, 41, of McLean, Virginia; and Erin Cullen, 32, of Fairfax, Virginia, have each pled guilty this week to conspiracy to commit wire fraud and face a maximum penalty of five years in prison when they are sentenced in August 2012.

This ongoing investigation is being conducted by the FBI’s Washington Field Office. Assistant United States Attorney Uzo Asonye is prosecuting the case on behalf of the United States.

The public is reminded that an indictment only contains charges and is not evidence of guilt, and neither are guilty pleas in related cases. A defendant is presumed innocent unless and until proven guilty.
